A message dated July 19, 2011, was received stating the Governor                                                                
signed the following resolution and is transmitting the engrossed and                                                           
enrolled copies to the Lieutenant Governor's office for permanent                                                               
filing:                                                                                                                         
                                                                                                                                
    HOUSE JOINT RESOLUTION NO. 11                                                                                               
    Urging the United States Congress to refrain from passing                                                                   
    legislation that designates land in Area 1002 of the Arctic
